If you are new to encaustic, you have a choice. You can either buy a nice starter kit like the RF Encaustic Starter Kit set which I highly recommend, OR, you can gather up the raw materials and make the encaustic medium and encaustic paints yourself. I've pictured the RF starter Paint set I recommend below - and like it because it really has everything you need to get started - both warm and cool paints, encaustic meedium, brushes, a few tins and everything is tucked inside an Ampersand panel, which you can use to paint on! So yes, I do think this kit it would be adequte to get any beginning encaustic artist started!
